Calling the old paths “clearly dead ends,” the presidents of 19 area colleges and universities urged the state to give control of the Rochester School District to Mayor Robert Duffy.

In a letter e-mailed Tuesday to the Democrat and Chronicle, the presidents of every major post-secondary school in the region said the school board system of governance was a failure, that it is time to “venture down new paths” and try a new approach.

Duffy has asked the state Legislature and Gov. David Paterson to turn over control of the school district to him for a five-year test period.

Central Maine Power gets heat for ’smart’ plan

Jan. 21–HALLOWELL — A proposal to replace Central Maine Power Co. meter readers with automated “smart” meters that can be read remotely faced criticism Wednesday.

Labor union leaders said the switch would eliminate 141 jobs, increase maintenance costs and increase the amount of time it takes to restore electricity after a storm.

CMP was awarded a $96 million U.S. Department of Energy grant to help pay for the meters through the Smart Grid Investment Grant program, which is part of the federal stimulus package. The total cost of the project is approximately $190 million.

The project was one of 100 nationwide chosen to receive funding.

Dick Rogers, of West Gardiner, a 29-year CMP employee and union steward for International Brotherhood of Electrical Workers Local 1837, said the proposal bothers him as much as a taxpayer and ratepayer as it does as a CMP employee.

“The cost to taxpayers is $96 million, and it’s $100 million to ratepayers, at the time we can least afford it,” Rogers said at a Maine Public Utilities Commission public hearing on the metering proposal.

George Dukovich, of the Interfaith Labor Committee, said CMP customers have a right to expect the company to follow ethical practices.

“This is funded with $96 million in federal stimulus funds,” he said, “funds that are supposed to help our struggling economy. But it would lay off 141 workers. This is unethical.”

CMP officials did not testify at the public hearing Wednesday. However, in testimony submitted prior to the hearing, the company asked for immediate authorization to begin the changeover.

The company wants to switch the meters of all its 600,000-plus residential, commercial and industrial customers, saying the change will cut costs and provide customers with real-time usage information. It also will enable suppliers to offer consumers new options for variable pricing, and provide future “smart grid” capabilities, the company has said.

CMP President Sara Burns said in a news release consumers would get better reliability at lower cost due to the investment.

However, Bill Dunn, of York, assistant business manager for IBEW 1837, said CMP’s previous automatic metering proposal would have cost $95 million but it was determined, earlier in 2009, the project would not be cost effective.

Dunn said when federal stimulus funds became available, CMP reworked its proposal to create a “Cadillac” system.

He said the new digital system is likely to be less reliable than what he described as the “bulletproof” mechanical meters, and, thus, more expensive to maintain. And the people who would maintain them, Dunn said, are among the 141 workers likely to be laid off.

The meter readers, said Rogers, make up one-third of CMP’s storm recovery crews. They transport supplies, inspect lines, and help lineworkers locate poles and downed lines.

Dunn said not having meter readers available to help in storms would cause power outages to last longer.

Public Utilities Commission Chairwoman Sharon M. Reishus said she expects a decision on the proposal in a month or so.

New Jersey Transit suspends north Jersey bus service

Wind-whipped snow is slowing traffic, lowering visibility, closing many schools and forcing weather-weary New Jerseyans to face another day with snow shovels in their hands.

Heavy snow fell in Hackensack on Thursday.

Forecasters say the snow will taper off through the day. Unlike Thursday’s wet snow, Friday’s downfall is powdery. Accumulations range anywhere from 3 inches in south Jersey to 2 feet in the northwest part of the state.

NJ Transit buses are not operating in northern New Jersey because of the snow Friday.

The agency has suspended bus service from Mercer County to Bergen County, including routes in and out of New York City.

NJ Transit trains are honoring bus passes.

Rail service is suspended on the Montclair-Boonton line from Montclair State University to Penn Station and Hoboken because of power problems.

Port Jervis Line trains to Hoboken are subject to delays up to 60 minutes because of signal troubles.

Power outages are minimal during the latest snowstorm that’s blanketing New Jersey.

Nearly 1,600 customers are without electricity Friday mostly because of branches taking down wires.

Jersey Central Power & Light says about 1,000 homes and businesses don’t have service. They’re mainly in Newton, Pequannock, Ringwood and Montville.

The state’s largest utility, Public Service Electric & Gas, says there are about 575 scattered outages.

Nearly 5,000 utility customers in New Jersey lost power Thursday.

State government offices in New Jersey will delay opening for two hours Friday. Essential employees should report on schedule.

The slow-moving winter storm hammering a swath of the East Coast is bad enough that Mayor Mike Bloomberg has decided to give New York City’s 1.1 million public school students a rare snow day.

It’s the second snow day there this month, but only the fourth in the past six years.

As late as Thursday, Mayor Mike Bloomberg said school would be on. But spokesman Stu Loeser says conditions have made him change his mind.

The city has received 10 inches of snow, and more is expected.

From Pennsylvania through New England, utility companies are preparing for power outages caused by the combination of snow and strong winds. Gusts of 50 mph have been reported across the region.

Officials are blaming the wind for fanning a hotel fire in Hampton, N.H., and destroying an entire block of businesses.

Nyc public school closings 2010 Updates – In New York City, United states department of education said in a statement in the early hours of Friday morning, February 26th 2010 that all public schools in Manhattan and Staten Island, Queens and the Bronx and Brooklyn will be closed due to bad weather. More than 391 school will be closed today that includes: Academy of Mt. St. Ursula, Academy of St. Elizabeth, Adelphi University, All Hallows High School and Allamuchy Elementary School.
